Senbonzaukr just gets more petals, the 12th division captain only gets the ability to spread his poison without needing to cut the enemy. A simple upgrade is quite possible.

Except the Byakuya's has that floating swords form which is a major expansion on the petals and 12th guy gets a giant doll monster. Simply adding a second and contradictory level to the shikai seems limited for Shinji's bankai.
