Has the manga progressed enough for them to already be able to make another anime season? Do the chapters even come out once a month these days? I feel like it takes for forever for a new chapter to come out...

The chapters are still coming out monthly. Hoshino has been taking a few month breaks, sadly. But she has just came out with a chapter so everything should be going smoothly now.
I would say that we have enough chaps for the anime to start up again and continue.
But even with that, it's unlikely we'll get the anime again. It's just not popular to continue as much as Bleach or Naruto.

I think the anime could come again if they start releasing weekly ^_^
