You...are aware that even if we nuked Moscow, russias capital, they still have nuclear silos and submarines capable of firing nukes and all those stuff, right? I mean, its not like only the premier has the launch codes.

That is true, but I am assuming that destroying the government would result in a temporary state of chaos, disarming them in the short term.

But its not like they would not be able to detect a bunch of nukes flying towards them. I mean, the nukes dont instantly appear infront of your target and explode, it takes time for them to fly over there and explode, and that would be ample time to relay a single order, easy and clear: "Fire back".

they can they have satellites and nukes aren't really fast once the find out that america launched nukes it would be easy to see where it lands and missiles take a long time to cross half a world. they could launch their nukes whiled america's nukes are still flying toward them.
